Modernization Priorities.
Eight critical problem-sets that all Air National Guard & Reserve members, support staff, and industry partners should prioritize when aligning their capabilities to resolve complex Combatant Command (CCMD)-level problems.
These Modernization Imperatives are categorized within four focus areas:
They are designed to refocus modernization efforts and investments on an enterprise-level approach, rather than a platform-specific one, and represent opportunities for collaborative development to align innovation and modernization with our guiding strategic documents.
1.BLOS F2T2 of Airborne/Maritime Targets ISO INDOPACOM
In the dynamic and contested INDOPACOM theater, the Joint Force requires advanced capabilities for detecting, tracking, and engaging airborne and maritime threats beyond line of sight (BLOS). The Find, Fix, Track, Target, Engage, Assess (F2T2EA) process is essential for persistent and precise BLOS targeting to shrink the A2/AD area of influence in time and space. However, maintaining situational awareness of all high priority threats before an engagement decision is a precursor to targeting and is needed to execute a joint expanded maneuver in all domains.
2.All Domain Counter-C5ISRT ISO INDOPACOM
In today's multi-domain battlespace, the ability to counter adversary Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) systems across all domains is critical. The ability to execute All Domain Counter-C5ISRT operations will also simultaneously open opportunities to advance Joint Force C5ISRT capabilities.
3.C2ISR Battle Tracking & Domain Awareness in INDOPACOM
In the expansive and complex INDOPACOM area, maintaining superior Command, Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) capabilities is essential to effective battle tracking and domain awareness. The importance of C2ISR systems in delivering timely, accurate information that supports operational decisions is the backbone to mission success.
4.Executing Integrated Joint Fires w/Coalition ISO INDOPACOM
In the INDOPACOM theater, executing integrated joint fires with coalition partners is essential to achieve coordinated, precise, and timely effects against shared threats. The Air National Guard & Reserve needs to develop and align capabilities with their global allies that are uniquely postered in the Indo-Pacific region.
5.CONUS & OCONUS Base Defense, Survivability & I&W
Protecting U.S. military bases both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) is essential to mission success. Key concepts to this problem are base defense, survivability measures, and the role of indications and warnings (I&W) in enhancing force protection within diverse operational environments.
6.Personnel Recovery in INDOPACOM
Personnel Recovery (PR) is a critical mission focused on locating, recovering, and reintegrating isolated personnel in hostile or denied environments. Within the expansive and complex INDOPACOM theater, effective PR operations save lives, uphold morale, and maintain operational integrity, and the Air National Guard & Reserve is a vital player in Personnel Recovery.
7.Full Spectrum SIGCON & EMCON ISO INDOPACOM
In the highly contested INDOPACOM region, effective management of electromagnetic emissions is vital to mission success and survivability. Full Spectrum Signals Control (SIGCON) and Emissions Control (EMCON) are critical processes used to optimize operational security, reduce detectability, and maintain tactical advantages across all domains.
8.Effective Mission Generation w/in ACE during CDE
Effective mission generation within the Agile Combat Employment (ACE) framework is critical when operating in a Contested Degraded Environment (CDE). Continued improvement is vital for the Air National Guard & Reserve to support timely, flexible, and resilient airpower employment in challenging operational conditions within INDOPACOM.
